More About Ontario's Environmental Approvals Process
Any Ontario business must have an environmental approval from the Ministry of the Environment, if it releases pollutants into the air, land or water, stores, transports or disposes of waste. Depending on the nature of the business activities, the owner must apply or register for either an Environmental Compliance Approval (ECA)which covers emissions and discharges related to air, noise, waste or sewage; or an Environmental Activity and Sector Registry (EASR), which is a registry is for business activities that pose minimal risk to the environment and human health, and are already regulated by other regulations; or a Renewable Energy Approval, which is needed for most solar, wind or bio-energy projects. Businesses with complex or unique types of operations, such as landfill sites or wastewater treatment plants, must apply for an ECA. By law, your business must meet the specific conditions set out in the ECA. To apply for an Environmental Compliance Approval (ECA) you need to complete the ECA application form, include copies of site drawings and all required supporting documents including facility and process details, site drawings, and emission emission dispersion modelling. For waste disposal sites, a copy should be sent to the Clerk’s office of the local municipality (both upper and lower tier) in which the facility/proposed facility is located. Activities eligible for the EASR include automotive refinishing facilities, commercial printing facilities (lithographic, screen and digital), non-hazardous waste transportation systems (e.g. trucks and other motor vehicles, including vans and cars on public roads), small ground-mounted solar facilities, facilities processing end-of-life vehicles, and specific construction-related water-taking activities.
Acoustical Assessment Reports (AAR)
As a part of the Environmental Approvals, a facility's noise emissions must also be considered. A facility may be "screened out" based on the Ministry's noise screening method. If a facility does not meet the noise screening criterion, an AAR must be completed. An AAR calculates the facility's overall generated noise levels and compares it to the Environmental Noise Guidelines. The AAR projects the expected noise level from the facility at the closest receptor, usually the closest residence to the facility. This noise level must be below the Noise Guidelines in order to issue an ECA for the facility. If the facility exceed the Noise Guidelines, we can propose solutions in order to bring the facility into compliance. This can include adding noise barriers, recalibrating the operation of the equipment, and adding noise control measures for the equipment.
What is Biosolids Land Application Inspection?
The final byproduct of wastewater treatment is an organic rich bacteria sludge called biosolids. Under certain conditions these biosolids may be applied to agricultural land to help crop growth. The conditions under which the biosolids can be applied to land is detailed in the Certificate issued by Ontario Ministry of Environment for each specific site. These conditions include setbacks from ravines, property lines, slopes, roadways, etc. in order to ensure that adjacent sites are not contaminated. Biosolids land application inspections ensure that the spreaders adhere to these conditions. This is all documented in a daily site inspection for each day that the biosolids are being applied on land.
